School Board Seeks Feedback On Preliminary Bond Proposal
Replacing Joseph Gale Elementary School and expanding Forest Grove High School are the major items on a preliminary bond proposal presented to the Forest Grove School Board Monday. The proposal also addresses deferred maintenance and safety/security issues at all 10 schools. District administration will present cost estimates of the various components at the March 29 board meeting, but the total is expected to be between $60 million and $70 million. Because an existing bond will retire in 2012, even a $70 million bond would result in a drop in the school tax rate. The tax rate for the existing bond is $1.69 per $1,000 of assessed value; the tax rate for a $70 million bond is estimated at $1.52 per $1,000 of assessed value.
The board welcomes community feedback on the proposal and will offer opportunities for public discussion at the March 29, April 12 and April 26 board meetings. Written comments can be emailed to cpotter@fgsd.k12.or.us. The board is expected to vote on April 26 whether to proceed with a bond.
A major need is to expand Forest Grove High School, which was built in 1983 for a capacity of about 1,100 students. A classroom wing was completed in 1998 that expanded classroom capacity to about 1,675 students but didn't expand the infrastructure of kitchen, cafeteria and gymnasium space. The school currently has about 1,900 students.
Joseph Gale is also a major concern. The proposal calls for tearing down Joseph Gale and rebuilding it on the same site. In addition to major maintenance issues, the school's open air design creates safety concerns. Students must walk outside to the far end of the wings of the building to access the bathrooms.
The district could save $9.9 million in interest over the life of a bond if it's able to pass a bond in November and take advantage of zero interest financing on part of the amount through the federal stimulus package.

Thank You Volunteers!
Volunteers in the Forest Grove School District set another record in 2008-09, contributing 118,946 hours. That’s $2.4 million worth of extra adult time in our schools, if the volunteers had been paid salary and benefits for their efforts. Most significant, that’s the equivalent of more than 20 hours of extra adult time per student. Thank you to our awesome volunteers!
